It would work, except the elves would never set something like that up. Even as blood elves there still pretty secretive about themselves, so activially digging a canal under the world from silvermoon to Undercity probably wouldnt happen. Espically since something like that might mess up the balance. Not to mention if something like that goes in, you have the same problem with the Tram in SW and IF, gankathon's on pvp servers as high levels hide in there to surprise the lowbies.
The orb is Lore friendly, it's a sign of the "trust" between the Dark Lady and the Blood Elves that they've given a city full of undead creatures a way to teleport to them directly between the two cities.

The Orb is Horde only, Alliance can't use the teleportation feature of it.

I don't know, the courtyard of Undercity is usually pretty guard full around the orb, or atleast the few times ive stuck my nose inside looking around.

Also, the Blood Elves would probably not lower their standards and go on a boat, through sewers. Especially when the Forsaken's sewers are probably filled with I don't know what.
