I think they want every class to be able to DPS reliably. Not to please the masses, but for encounter balancing reasons.
For tanks, this means Warriors cranking out enough DPS to be on par with the other classes. Otherwise, do they balance the encounter around DK DPS and punish the group for taking Warrior? Or do they balance it around the Warrior, and make the encounter easier if they take a DK?
I'm not saying I agree with it, but I think that's the perspective from which they are looking.

Personally if my healer started DPS casting I would kick/replace him.
So if my resto shaman, who didn't need to throw an immediate heal, wanted to earth shock to stop a caster from damaging someone by doing a spell interrupt, you'd kick them? Awesome. You win at leadership.
This is spawned from the concept that since ToL was introduced, they had to keep adding in exceptions to the rule. You had to shift to innervate, you had to shift to decurse, you had to shift to even do a Healing Touch (so you couldn't even do NS + HT or it would shift you to caster, so you were forced to either lose the GCD and mana by shifting back, or resort to a NS + Regrowth).
