About the only thing I can think of is offhand should be slow now (still with FT). FT now scales with weapon speed, so fast OH FT is not optimal.
imo, elemental at equal gear level will outdo enhancement, but I'd never call enhancement a gimp spec.

Shamans are pretty much the same since 3.0 with the exception of a few hotfixes (windshock being put on the shock GCD) and the elemental shaman tree overhauls.
Elemental shamans recieved big tree changes and talent changes that effectively increased their dps by about 20-25% as well as increasing PvP viability. Lavaburst appears to be bugged (or changed) since 3.1 dealing about 20% less damage as well.
As for the two dps specs, once an enhance shaman caps it's attacks, it will deal greater dps then elemental in a twenty five man raid setting due to the fact that elemental scales badly in raids, and enhance is the best scaling class spec in WoW. The two dps specs are balanced enough so that you should decide based on whether you want to be a cardboard chainsaw or a glass cannon.
Restoration is a bit weaker of a healer then the other three classes, but it's being improved in 3.2.
PvP for shamans is about the same.
