Fire and FFB are more hit and crit dependent than Arcane would be, and at level 78, you would not have enough to make FFB or Fire as effective as it should be. Arcane is good, and you can use Frost as a spec. In fact I recommend Frost until 80 and you are in raids. That little Water Elemental is a tough SOB and I could take down mobs with 50K hp letting him tank most of the time.
Just remember to keep in mind: The above information in the stickies applies mainly to RAIDING. For levelling and 5 man instances, really, anything goes, as long as it's effective. Don't play too close attention to the dps meter, as you won't have raid buffs so won't do the damage you expect.
In 25 mans using Arcane, I am about 3.5K dps, 10 mans 2.7K-3.1K, and 5 mans drops to 2.2-2.5K (roughly). Uhm, that's it.

fire, in general, isn't gonna do spectacular in dungeons because it's a spec that the DPS gets higher as the fight lasts longer. In dungeons, generally, don't have a lot of long fights.. The bosses go down pretty quick (especially in non-heroics) so you won't have time to get your dps up there very well.
When you reach 80, fire/ttw is indeed the mathematically highest DPS spec, but it is also the hardest to gear for because you need the most hit rating for it to work properly. If you have the full 17% hit rating the moment you hit 80 then by all means, go for it. You also need a good amount of crit rating for hot streak to proc often, and you also need a good amount of haste to keep slinging those spells quickly.

Yeah, that is exactly the point. When you first start heroics, it won't really matter your spec. You can go as Frost. After you get some gear, you can go FFB, since you still have the 3% bonus from the Frost Talent Tree. I wouldn't go Arcane (even it requires less Hit) until you get some haste gear: Arcane has no DoTs, so the damage you do, is the damage you have from direct spells. SO, if your haste is low, your burst dps will be low as well.
After you have mostly Naxx 25 gear, you can try FB/TTW spec. I am currently using that spec for Ulduar 25, but my gear is not bad (check my toon in my signature if you want). Not only do you need high Hit rating (368 if you have a SPriest or Boomkin) but you also need haste and crit, and you won't have a decent amount of those with anything below Naxx 25 gear.
And yes, as Achloryn said, Fire shines in longer battles, like the ones in Ulduar. For VERY long fights, with low mana regen (thinking about General Vezax here - hard mode) you probably will raid with Frost...
My point: there is no absolute best spec for all gear conditions and fights. The "Best" Spec depends on the gear you have and the fight you are. Mages are not like rogues, where you map you main damage skills and just roll your hand over the keyboard, and do 6k dps that way.
