I advocate at least the Kirin Tor for the head enchant PVE, but that is the limit of my experience sorry :)

My badge/rep section for Gearing Up for Raids IV has all the rep gear you can get. If you look at the Item Enhancements section, it'll pretty much repeat what nonameform just said.
