Well considering you are buffing your weakest strike and ignoring bloods most powerful strikes in HS, you are losing out on numerous dps bonus to do what exactly. Make the second weakest strike we have more powerful?
So you will do less dps and run a weaker rotation.
Let's take a look at what you lose
Tundra Stalker which is a 15 percent increase in all damage
Unbreakeable armor which is the single greatest clicky in frost dps.
Might of Mograine - huge loss in dps there
Blood gorged - another huge dps gain
DRW - one of the top 51 point talents now - better than Gargoyle and HB as of the most recent testing in PTR
No Rime - Free DPS
No Blood of the North - which increases Blood Strike Damage
No Frost Strike or Heart Strike or Imp Death Strike
So lets see you buff Blood Strike to abuse it even though it's significantly weaker than Both Heart Strike and Obliterate and then skip some essential boosts to it's damage. I don't see how this can be a good build.
THIS MYTH IS BUSTED!
PS: Your math is downright awful. In DW - OB is the single highest dps attack glyphed.

Ceredan-
I like the idea of making dual-wielding work with another tree, it is thinking out of the box which is good. But there are a number of reasons that it doesn't work.
You need FS, OB, and HB in a Dual Wield build because of the investment into the Frost Tree to get the Threat of Thassarian talent. Look at all those 5 point DPS talents you picked up. If you don't at LEAST pick up FS, then Killing Machine is completely and utterly a waste of points. Rime is also wasted, and Annihilation doesn't do very much for you, since you don't plan on using OB.
The beauty of frost spec is getting so many crits off of OB, and the free crits for HB / FS through KM. To go that deep into Frost and ignore all of the key abilities that your strikes are based on is just not going to work.

Ceredan,
The problem with hybrids is that blizzard is doing everything it can to remove Hybrids. It's why HB was moved to a 51 point talent, and why UB was nerfed before it made it out of PTR in the most recent patch. BS even if used 6 times would not equal the dps of 3 OB's for the main reason that OB will crit alot more.
It's a good thing to look for alternatives, but it is a bad thing to attack when people attack your builds. Sure, sam is a little blunt in his criticism, but he is right in that the build was very flawed, a simple understanding of your class would have given you the knowledge that OB/HS/SS are the top three DPS talents, and that BS is simply a filler, and is not even used in Blood Specs.
IT/PS/BS are all fillers, with BS being buffed because Unholy was dropping it altogether in favor of SS spam, blood ignores it, and Frost uses it just as an rp generator. All of this information is posted in all the threads. I love the idea of a FS/PermaGhoul build, but unfortunately it's just too great a dps loss to be viable.
