Does anyone else have issues with a crappy computer? I had turned my video settings all the way down in the game and I am going to turn off all names and extra stuff tonight, but is their something more that I can besides buy a new computer?
I used to play on a 4 year old machine that wasn't top of the line when I built it and I still didn't have it this bad.
It's time to buy something that doesn't blow.

You could ask someone else to buy one for you.

I'd suggest a couple things before you buy a new computer.
1. Defrag.
2. ensure you're not running any background apps besides vent, if needed.
3. Delete your pr0n.
4. scan disc for viruses or malicious software.
5. if you've turned down everything, you have nothing running in the background, you computer is neat and tidy, and you've ensured your computer is AIDS free, I would suggest looking into upgrading your RAM and/or graphics card. course, that opens a whole new can of worms concerning your system specs and motherboard and all that good stuff.
Frankly if he hasn't done it in a long time, he should just clean reinstall.
Back up your documents and wipe that puppy.

/agree
A defrag will help a little bit but is not going to make a huge difference. Formatting is the surest way to get rid of all that unnecessary junk that builds up in your registry and remove malicious programs that scanners might miss. If performance is still terrible after a reinstall, you'll know that you need to upgrade. Hint: make sure you at least have the drivers for your network device ready so you can download the rest.
