Exactly, agil gives +1 AP and a little more then 0.5 crit rating while str gives +2 AP. The thing is that 0.5 crit rating is worth as much as 1 AP so since agil gives a little more then that it is slightly superior to str. The difference isn't huge but it is there. The stats weighting topic (sticky in this forum) offers more details about how much better agil is exactly.

Strength is only slightly worse in terms of DPS-Increase-Per-Stat at high gear levels (In fact at lower gear levels it will usually be
better
than Agility). Agility is much better to stack because even if you assume they are flatly equal for DPS, Agility adds armor and dodge and is therefore also useful in Bear; as well as once your gear is good enough, Agility is clearly superior.
The best way to determine which is best for you is to use a calculator like
Toskk's
(which also has a nice chart actually showing when +1 Str > +1 Agi as a function of AP and Crit%).
However, as a firm answer to your question, when Savage Roar affected AP directly, Strength was the 'Stat to Stack' because it was clearly superior to Agi at all gear levels. Now that Savage Roar affects physical damage, Agility is back on top at high-end gear levels, and therefore is the stat to stack.
