Editted the OP after playing around a bit, figured out most of my issues except 1:
In the sticky, it says it's not possible to do something along the lines of "if X buff is active, then cast Y spell." However, is it possible to do something like "if X buff is active, do not (re)cast X?" Particularly for buffs that are on a shared CD but not on a GCD (specifically thinking of hunter aspects). I tried "/cast !aspect of the dragonhawk" but that doesn't work. Is there a conditional I could use?

Is it then possible to do what I want with a macro (using different options)?
I assume that was what your first word was in reference to, but I can't be sure.

Make it so that if Aspect of the X is active, do not recast it. If Aspect of the X is not active, recast it. It's not really an "X, then Y" but more of a "If X, do Y, if not X, do X+Y (the Y would be separate from the condition). Basically, I want to link aspects to shots, so if I fire high damage shots I switch to dragonhawk to utilize the power, but on low-power shots I switch to viper to buffer my mana loss (not sure yet if its worth it, gonna run the numbers as soon as I can get on).

Nevermind, I just tested it, and apparently what I was trying for would actually gimp my DPS and mana regen. Apparently if I cast AotDH while an AotV-buffed Steady Shot is in the air, it will get the damage penalty from AotV but will not trigger the mana regeneration benefit. So I'd be hurting myself. Oh well.

Should work. If memory serves aspects are on their own GCD so it shouldn't prevent your shot from going off, and since they don't cost mana (at least I don't think they do), you don't waste anything. The only downside is that it will put your aspect switch on cooldown for 1 second every time you hit the macro.

Another disadvantage is that if you keep recasting Aspect of the Viper, you miss out on the 4% mana every 3 seconds, because the timer starts over every recast.
