Its probably worth getting it, hex is screwed if you miss cos you cant cast it again for 45 seconds.
If get a hex off at the right time it will save you a lot of healing, and also help you get a kill.

I can't count the times I've tried to hex a rogue and its come up "miss."
I really need to learn to gem a little hit. -_-
So yes, for the use of offensive abilities, a little hit never hurts.

That equals to 4% hit which is also known as "soft hit cap", and should be something if you're planning to do serious arena.
6% hit is what I recome tho, since there's a chance to miss with 4% hit on night elves, taurens, and blood elves due to their racial abilities.
Don't go higher than 6%.
EDIT: This is important because your Hex, Earth Shock and Flame Shock should not miss. Along with that, going offensive as a Shaman is very critical for your enemies since we're able to deal a huge amount of damage.
As a Warrior / Shaman setup I can only say it's needed. 90% of our victories are like this: He fear, both burst damage the other target - he should be around 35% which leads to Execute. At this point the feared target might be up again and I use Hex. If he trinkets at any time I would Hex (if possible) and then ES his healing spells.
