If you have 3 points in Dual Wield Specialization (+6% to hit), you're likely hit capped already and could stand to lose a percentage point without suffering dps loss. I'm not good at all the figures, so wiser heads correct me if I'm wrong. You might be able to replace Sphere with Mirror of Truth and actually be fine.

Assuming you're alliance, you need 342 hit rating to be capped (horde is 368 I believe). This should come before any other stat because all your
spells
will hit at that point (50%+ of our damage). Your next stat to stack is expertise (up to 26). Only then should you be concerned with crit (up to 30%) and then just stack raw attack power. Haste will come naturally with gear.
Dropping below the hit cap will cause a notable reduction in your dps which has been explained in various recent threads (affects spells, MW stacking, white hits, dogs, flurry uptime, UR uptime etc etc).
The 342 and 368 hit cap assumes a raid with a shadow priest or boomkin in the raid with you. If you are not raiding with those classes, you need 420 (alliance) or 446 (horde) hit rating.

If you are alliance and raid buffed (FF/Misery etc) and have a draenei in your group 341 is your hit cap.
I do recall reading somewhere that 341 will put us at 16.99% and with WoW rounding down it will drop you to 16% effectively. This is why I always aim for 342 (can someone confirm / deny for me plz).
For raid bosses +3 levels above you, you need 6.50% expertise to avoid parrying when you have to be in front of them.
I believe for you to avoid dodge and parry when hitting a boss from the front you need 52 expertise. The 6.5% only negates dodge when attacking from behind. This is a sole reason melee should never ever attack from the front of the boss (parry haste).
