Why have the Warrior be the single tank? Is he significantly overgeared compared to the Pally?
You've got some options here:
1.) Warrior tanks two, Pally tanks big guy.
2.) Get your hit-capped gear. Chances are that you lose a lot in the regen department, but not so much in haste/crit/spell power. If so, have a designated Druid who will innervate you. Bring pots and flask too.
3.) Deal with RNG. Pop in a Guardian Angel if you at least want to guarantee that he'll live for maybe one GCD longer should your dispel fail.
4.) Have a different, hit-capped designated dispeller! Ret Pallies who don't tunnel vision are a good candidate if you position your bosses well enough. Shadow Priests may have an even easier time since they're ranged. However, they've got to be on the ball and know to have their GCD free for the dispel.

Another option is get everyone who has dispells to pick up "Decursive" if they don't already have it. That way as soon as the debuff is applied it will chime to everyone who can take it off to do so and he will have 4-5 people (depending what you have in your raid) all see it at the exact same time. Chances are SOMEONE will be able to take it off him.

Yeah but with Fusion Punch, the dispel HAS to be instant, or else the tank will die. By the time those people hear the chime, stop what they're doing, and dispel the tank, he'd already be dead.
I never had any problems at all with dispelling the tank, and I did
I Choose You, Steelbreaker
easily, never 'failed' to dispel. I am a Draenei though, so that's a passive 1% hit chance. Try having a Draenei in your group, if you can. If not, just get some
+40 Hit rating Food
for this fight.
Also, I used this macro for the fight:
/tar (tank name here)
/cast Dispel Magic
and assigned it to my middle mouse button, so that when Fusion Punch was about to hit, I would just start spamming my middle mouse button until it was dispelled =P

This has happened to me in regular and hard mode kills a couple of times. As disc, I always shield the tank or a dps while he casts it, and have 45% haste going into dispel and topping the tank back up. If it fails you're gcd is shorter.
The tank shouldn't die though if fusion punch ticks twice instead of once.

I usually wait until the fusion punch cast timer starts then PoM then spam dispel. I've never noticed a spell resist being dispelled in PVE. I cannot seem to find any information anywhere that proves that it resists being dispelled...

This is not a bug, it's just a part of the game.
Dispels can be resisted. In fact, there are two different types of resists:
* Resists (caused by spell hit and resistances)
* Fails (caused by dispel resistance)
Normal resists do only exist for offensive dispels and follow the same rule as any other spell. When a dispel is normally resisted, it does not remove any buffs.
Fails are treated differently. They are calculated per buff and can also occur when dispelling friendly targets. There is an innate chance that this happens (however, this might be a bug). In addition, dispel resistance can be used to increase the chance, such as from Silent Resolve. Due to fails being calculated separately for each buff, a dispel which would remove two buffs could eliminate one buff while retaining the other. On spell hit procs are not affected by fails. As such, a Dispel Magic (rank 2) can trigger a proc even though it fails at removing both buffs.

My guild ran into the same thing on Steelbreaker and it caused a few wipes as well. According to the above, hit rating won't actually help. I don't know if anything does. Correct me if I'm wrong, but there's no stat in the game that pierces dispel resistance? And it's not the same as spell penetration which pierces spell resistances. Wowwiki being what it is, the above info might be outdated and/or inaccurate, but it's all I managed to find about 'dispel fails'. It doesn't seem to be documented very well.
What my guild ended up doing eventually is having 2 people dispel. You lose DPS/healing time but it's better than a wipe.

I googled, the debuff itself has a certain 'dispel resistance'. My guess is it's similar to player abilities like
Subtlety
.
The difference in regards to PvE and PvP is just that your spell hit will be a deciding factor when removing buffs from an enemy player.
For example:
Dispel on a enemy, it'll check if Dispel Magic hits, and if it does it will try to remove the buff.
Dispel on a friendly, it'll just try to remove the debuff.
Otherwise the same mechanic applies, the buffs/debuffs have a chance to resist a dispel, this chance applies to mobs as well as players, players just have talents, abilities, etc. that greatly increases those chances.
And again, according to this hit doesn't seem to do anything at all in PvE.

Actually,
/cast Dispel Magic
would be a better macro, without having to switch target or anything.
But if you're assigned to heal him, you shouldn't really change target.
