Question on why +hit on arena disc priest?

I assumed it was to help either mass dispell or holy fire to hit on higher end play.
I originally planned to get +crit on my necklace and rings but looks like all the "pros" using + hit.
Any explain this a lil better for me?

Do you want your psychic scream to miss at clutch moments? (No.)
Do you want mass dispel to fail to dispel ?
Do you want to be able to burst quickly (lolsmite. lolholyfire.)?
If you answered "no" to any of these questions, stop arena now! :D
But seriously, those are pretty much the only reasons why. Eh, and dispelling, but usually the other team's passive dispel resistance through talents is more of an issue than dispel missing.

Psychic Scream requires both hit rating AND spell penetration. It's just... sigh. :( Oh, and so does Mind Blast/Devouring Plague/Shadow Word: Death/Shadow Word: Pain, etc.
