Frost PvP come 3.2 - Is it dead?

Title.
I'm getting dual spec soon, and I would like to use my offspec for a PvP talent build (my PvE build is heavy Blood). Originally I figured that going Frost would be a good idea, with all the burst damage and mobility. However, with the 3.2 nerf to Frost Strike, is Frost PvP still viable? On top of that? is dual-wield PvP viable (I expect not - just wanted to clarify)?
With regards to Frost PvP looking sad in the future, what spec should I go with for PvP? Is Unholy any good for it?

Frost really isn't getting hit that hard. Yes frost strike is taking a hit, but we're getting a few talent points freed up with the change to Blood of the North, and the armor reduction from the nerf to toughness just makes us less OP. Frost will still be quite viable for both pvp and pve
So Frost 2H will still be good for PvP? If so, would

be a good PvP build at level 69 for BGs and World PvP?

So, to recap, Frost 2H PvP is still going to be okay in 3.2? I'm level 67 now, if that's of any help (meaning I'm not hit capped). If Frost PvP is still okay, would the build I suggested above be okay for world PvP and BGs?
