This leaves 1 point for Hungering Cold, Acclimation or Rune Tap
The spec you choose is more so down to personal preference though. As log as you get the standard talents the rest is up to you to choose really.

Merciless Combat is useless for tanking, by that time you should have enough threat to hold aggro, There isn't much else to pick up though, unless im missing something, so its ok, but you may want to move those points elsewhere

would prob make more sense. Macro Howling blast and deathchill for big aoe threat and take less magic dmg with acclimation.

I dont know if there will ever be an "optimal" tanking spec for everyone. So much depends on what sort of tanking role you play in your groups.
For me, this will be my "optimal" tanking spec as my groups primary OT (add tank on bosses):

Icy Touch in 3.2 is going to be used more often for both tanking and dps frost specs. Gangsta is correct in that there is no optimum tank build, and that the tanking spec you choose is based on your roles and preference.
Personally, as I will be staying a frost tank, and find Imp Icy talons to be a huge bonus to my dps, and in 10 man raids I rarely am with an enhance shaman, this will be my build with glyphs. I am sure that Howling blast glyph will be still used, though I believe dual disease is going to be the optimum initial rotation.
3.2 Raid Tanking Build
Rotation: DnD/IT/PS/Pest/FS or RS/HB/OB/BB/BB/FS or RS
