First off, make sure all your video settings are turned as low as possible and that all extra effects are disabled.
If this doesn't help at all or if your settings are already turned as low as possible, check how many processes your computer is running, what their memory usage is, and what processes are using a high amount of your CPU (all this can be viewed under the "Processes" tab when you press ctrl+alt+del). If you have any processes you aren't using and/or don't need, disable them. Things which may be hogging CPU usage include processes like memory card readers, application updaters (especially Windows Update if it tries to install patches while you're playing), etc. Basically, you want to have as few icons in the lower right-handed side of your taskbar as possible, while still leaving critical components such as antivirus software and graphics drivers enabled. All of the icons there are programs that your computer loads when it starts up, and are often enabled when you install new software without you even realizing it.
If you're not having a problem with startup items, restart your computer. I know it may sound silly, but restarting your computer can greatly improve your performance, especially if it's been on for a while.
If all else fails, defrag your computer. Defragging your computer will decrease the amount of time it takes your computer to find the files necessary to load and play WoW, which may have an effect on your FPS as well.

I think you need more RAM. 2040MB of RAM is quite low :O So upgrading to 2GB should help :) also you should replace your video card, but that could be costly.
As mentioned above lowering settings helps. Also for another quick fix you can play in window mode! IMO window mode made things way more sharper/crisper, and the colors stood out more :D There is no difference playing this way honestly. Though it CAN improve FPS. :D

Uhhh. . . 2048 MB / 1024 = 2GB. That's not an upgrade. :P
If you're using Vista though, 3GB would help. It gave my old laptop a decent boost a while back.
Also, in most cases, playing in Windowed mode will
decrease
your FPS. It will make alt-tabbing to other apps like a web browser to check something on WoWhead, a lot quicker though.

I used to have Vista, but replaces with Xp as Xp is
ALOT
better. How much would a new Video card cost?
Like anything electronic, it depends on what you want. The better performance you want, the more it's going to cost. You'll hear tons of opinions on video cards and everyone will state what they believe to be the pros and cons of each, but the NVIDIA GeForce and ATI Radeon series are both very solid. Assuming you want a relatively new video card that can run WoW smoothly, estimate spending anywhere between $200 and $600.
