Level 1 Raid on Hogger (and other world bosses)

So, a couple of weeks ago, my brothers and I were contemplating whether or not you could feasibly get 40 starting characters, in starting equipment, form a raid group, and run down Hogger (as well as the trash pulls to get to him - none of this 'run around the sides' business).
In theory, it shouldn't be too hard. You'd inevitably get a group of mages who would then focus-fire on targets. If you get a 3-pull, assign 13/14 mages to each target, and even with a 50% hit rate, it'd take only two shots to kill each one. In practice, I think it might be somewhat hard to coordinate, especially if the aggro radius of a L10 mob vs L1 player is anywhere near 35 yards. One bad pull, and you'd wipe pretty quickly.
Has anyone actually tried this? And what's the lowest number of L1 characters that you'd need to succeed?

I was anticipating that the raid would either nullify the exp gain, or at least, spread out the exp gain across so many characters, that each one would only get a few exp per kill.
Alternatively, come 3.2, you could get raid members to switch off exp gain, and see how far into progression a group of 40 L1s can actually go. If you twink them, I reckon they'd stand a fair chance of taking on someone like Stalvan Mistmantle, or depending on how bad hit rates are, even have a go at Stitches.

From what I understand, the NPC to turn off xp is in town near the battlemasters. It's not as easy as "just switch it off."

No, just no. Just because there are 40 of them doesn't give them some kind of great magical power. Assuming you'd even get a single hit in on Stalvan, he'd run through and one-shot ever single one of you.

Twink. Key word here is twink (since people have done Hogger already). You can get a host of great enchants at the <35 level, and 450 mining (which will be difficult, but not impossible) will give you +50 Stamina, giving you the ability to tank a number of mid-level 'bosses'.
The 10g it takes to run to SW and turn off exp gain is meaningless compared to the cost of twinking. It's therefore, just as easy as running to the battlemasters and switching it off, instead of 'just switching it off'.
As you say, the big difficulty is the hit%. Even if you had an 80% miss chance, that means that 8/40 attacks will still hit Stalvan, for minimum 20 damage (160 damage every 2 seconds), or more depending on stat increases.
Besides, even if he one-shots everyone, he'd take over a minute to do so. That gives everyone else a lot of potshots at him. Probability dictates that you can mathematically determine if a raid has a feasible chance of taking down a target. I'll hunt around for a hit% formula to work it out.
Edit: Ok, a bit more research suggests that you won't get the 450 Mining enhancement, but you will get the 150 Mining one. So that's +5 Stamina. But the principle still applies, with enchants.

Well since hogger is level 11. Would he be a red mob or a skull? If he is a skull. It would be so easy to cap hit and destroy him. Seriously, any BoA item with like 1 hit rating is like a few percent of hit. If you can get hit rating on BoA items that low.

Wouldnt you level up by killing the mobs to hogger? Or would the raid nullify the exp..?
You don't get XP from mobs that appear as level ? to you (Not including bosses), they have to be red, orange, yellow or green.
I has been done before:

You absolutely get exp from mobs that appear as a ? (or skull, they are the same thing). It happens at 10+ levels from you. I have powerleveled numerous chars through SM cath/armory at 20 and strath at 45. These are level gaps of 15-20ish and I'm most certainly getting exp from this lol.
