You have to use it right beside Arthas if I'm not mistaken.

what will i be losing when i delete the cache folder lmao? i dont know very much about this? will i be losing anytihng by delete that folder?
Nothing the game won't put back in there automatically. That's the idea - something in the cache folder may be corrupted causing the game to misread the Horn of Frostbrood as only useable in Outlands or Northrend. Drop the quest, delete the cache folder, and the game will recreate it and rewrite a fresh copy of files in there when you reaccept the quest.
But if you want to be safe, don't actually delete that folder, just move it somewhere.
For example, I regularly backup my WTF and Interface folders to a backup folder I created in the WoW directory. WoW ignores this folder, it's not causing any problems being there, and lets me keep backups close to the game:
C:\Program Files\World of Warcraft\Backups

Nah, it's just buggy. You have to stand like 1-2 steps to the side of Arthas up on the platform.
