A line you could add to the definition would be someothing along the lines of "a level of gear not usually found at that level"... lets be honest with all the upgrades to gear at a "normal" leveling process you wiont have each and every possible enchant on your gear... 80's escape the definition because it is "usual" or "normal" for them to obtain BoS enchants etc on gear.

But even that really depends on the definition of 'not usually found at that level'. Is an Eternal Belt Buckle considered twinking at L70? How about at L71?
Are raid-worthy enchants considered twinking if you're L78? Or is it just gearing up to make the grinding faster?
I just followed Lightrain's original thread to here.
My personal belief is that L70 can be legitimately considered 'twink', since they're in a BC environment with WotLK enchants and buffs. Someone who is L71 and questing with such enchants and buffs is someone who makes crafting professions heaps of money, certainly, but it'd be hard to call them a twink unless they did so for the sole purpose of PvP'ing to defeat higher level characters, or massive numbers of similar level characters.
Which goes back to what twinks do, therefore being the purpose. A twink is intended to defeat higher level appropriately geared characters, or be able to quickly (overpoweringly) defeat similar level appropriatedly geared characters, or massive numbers of them, through high-level gearing. A L79 character is highly unlikely to defeat an 'appropriately geared' 80, and similarly, is unlikely to defeat several appropriately geared 77-79s in simultaneous combat.
A L19 twink is more than capable of beating people 10 levels higher, and is likely to be able to defeat several 'appropriately geared' L19 characters, thus meeting the definition.
