The best test for whether or not you can heal any given content is trying it and seeing how it goes. Without a link, its hard to give specific advice. Run as many heroics as it takes to get the emblems of conquest for the T8.5 Helm and Chest, and as many of the other items as you can get. With the gear from emblems of conquest, you should be more than ready for Ulduar 10 or possibly even 25. I would recommend around 2k sp, 20k mana, and 30% crit before you try Ulduar, but depending on your skill level and the gear of the rest of your group, you might need more or less.
Try Heroic ToC. Its a very good test for a healer. I've found it to be just as challenging to heal as any fight I've done in Ulduar 10, especially for a holy pally.

Find better itemized gear, preferably ilvl 213ish Plate/Mail with a good balance of Intellect, Spellpower, MP5, and Crit. No Spirit and no AP or Strength. Spend some gold for better enchants, and get some reputation up for proper Head/Shoulder enchants. Get a level 80 libram. It'd be better to grab a more healer oriented trinket than
Abyssal Rune
. Max out your professions. (That last one is simply something you should do the second you hit level 80, in my opinion. At least enough for the perks and enough to start earning some money by crafting or farming.)
Check out an item's ilvl, you can now see them ingame, and generally having a good chunk of it at over 200 is a good place to start doing Naxx 25 with. Generally seeing 213 should have you ready for Ulduar 25, and seeing 226 means you're going to be performing well into the ToC raids and perfectly able to kill Yogg. With that you have the gear Blizzard intended for the next tier of raiding content, and is a pretty good guideline. Now proper itemization is where theorycrafting out how well you can possibly perform comes into play. You can bum your way through raids without knowing any of this, but more than likely you're not interested, like 90% of the community anywhere.
