If you're going to rely solely on PvP for leveling then you will probably not find any major difficulties with any role. If you're thinking of leveling outside PvP aswell save yourself the pain and just go feral at least until outland, where boomkin becomes viable, and from northrend resto becomes viable.
Feral PvP build for what you said, 10-29. This shows where you should be at level 29. No real issues here, it's plain damage improvement and some survivability tools. There's not much to play around here anyway. You might want to pick up
Survival instincts in favor of
Primal precision.
Now resto PvP, especially in this level bracket, has a lot more ways to go.
This build will take most advantage of your HoTs, which is a big pro as you don't have nourish yet and healing touch is simply too slow to cast a lot in battlegrounds. The con of this build is that you'll still have to spec in a lot of less useful talents such as
Naturalist. You may choose to ditch a talent point somewhere to take
Nature's swiftness, but a 3 minute cooldown is in my opinion too long to be useful in battlegrounds.
This build is your other option. The most important talent in this build is
Swiftmend, a wonderful ability for battlegrounds because it's a decent heal with a low cooldown
and an instant cast! Be sure to
glyph it too. Furthermore this build adds some more survivability as well as more plain healing. Can't go wrong with that! One could argue that
Living spirit should be talented 3/3. I wouldn't recommend this though as you will not have a lot of benefit of it because your spirit will simply not be very high.
I cannot give you any advice on balance as I have never been balance. Fortunately, there are plenty of druids here on Wowhead that
can ;)
