A macro, by definition, is a series of commands that execute using a single request or button press.
A 'bot' is a series of commands that execute without input from the user.
That's roughly the line that Blizzard have drawn. Slight grey areas go on Blizzard's side of the line - you can create a macro that will send out your fishing rod and reel it in after 11.5 seconds. But you can't create a macro that will send out your fishing rod, watch for movement, then reel it in when you get a bite.

could
rebind that to any mouse or keyboard key and use that, but you'd still have to be mousing over the bobber). The principle stands though, some things could be automated. Example: equipping two 2-handers right after a spec switch to fury.
