You have several different options out there.
If you want just one add-on to do the work, ShamanFriend is pretty good. It'll give you reminders if your weapon enchant or shield is down, and it can tell you when Maelstrom is ready. I used to use it, before I found a couple other add-ons that I prefer. But as I said, if you want just one, SF is pretty good.
What I currently use to track these things is a combination of TotemTimers and ShieldsUp. TotemTimers is a great all-purpose shaman add-on, and you definitely should be using it if you aren't already. It can give you very convenient timers for all your totems, it provides lots of handy warnings for expiring/destroyed totems and lapsed shields and enchants, and it also has a sub-section for Enhance Timers, which puts up an extremely handy display that shows cooldowns for your three main Enh abilities (SS, ES, and LL) as well as bar that shows you how many stacks of MW you have.
ShieldsUp does a very good job of handling all of my shield needs. It puts a number right where you want it--I put it right near the middle of my screen, beneath my character, and it keeps that information handy at all times. When I run out of LS charges, the 0 also turns a bright red, which helps accentuate the fact if I somehow missed the text warnings or the convenient breaking sound effect SU provides. And if you go Resto, it can also keep track of your Earth Shield alongside your Water Shield charges, even providing you with the name of the player with ES on them.
Other options include EventAlert, which is not just a shaman add-on but one that comes in handy for just about any proc ability any class has. I don't use it for Enh anymore, because the TT Maelstrom bar tells me when I can use LB, but I use it for Riptide on my Resto set, Revenge on my Warrior, and Brain Freeze on my Mage.
A lot of the really hardcore players swear by Shock'n'Awe as the Enh add-on of choice, but I've never gotten it to work for me. It provides a rather hard-to-follow (IMO) series of bars that shows you when everything will come off cooldown, and I've never been able to do anything worthwhile with it. I just prefer OmniCC style countdowns to those bars. YMMV of course.
One final option is Power Auras Classic, which is a popular add-on, but I found it far too complicated to ever get it to work. You can have it set up to give you warnings on just about anything, so it can definitely help you track MW procs and LS charges, but I found the number of options far too daunting to make it more appealing than some of the more ready-to-use options.
TLDR version: ShamanFriends'll do what you want in one add-on, but I'd recommend using TotemTimers and ShieldsUp together.

Power Auras is a little complicated at first but once u figure it out its great, I have seperate auras to show which shield is active. But everyone has there own opinions just try a couple and see which u like best, thats what i did with dot timers for my lock.
I also strongly endorse Power Auras. It can look a little overbearing in the beginning but once you get over the initial learning-curve, you can basically make it show anything you could desire. I've personally made it impossible for me to miss when I have a 5 stack of MSW up, or if anything comes off CD.
