id say sigil of insolence is better... and i thought diminishing returns affected parry more...

Insolence gives you around 3% dodge after DR. obviously its going to be slightly different for each person depending on how much dodge each person has, but that's a good rough estimate.
200 strength = 50 parry rating. Which is going to be less than 1% avoidance after DR.
Insolence is the clear winner for avoidance.
The up-time on insolence is 100% if your being attacked and using runestrike every time its available, which you should be. It has an 80% proc rate with a 20second buff with no internal cooldown.
