IIRC, Judgements are currently bugged, but this is how it's supposed to work:
#showtooltip
/cast Judgement of <Whatever>But someone recently said that Judgements currently change your actual target...you can give it a try though.

What I use for a lot of my pally abilities. And what's really nice is that you don't see any of the focusing or anything, it happens instantly.
