No, it doesn't work as misdirection. The best MD is steady, , Aimed or Arcane. Chimera shot works fine but you won't have a sting up yet, and explosive counts as three shots so it may have negative results.
No, it is not a taunt. It is a distraction. All taunts bring the caster's threat up to whomever has the most threat at the time. Distracting shot just focuses attacks on the hunter for 6 seconds, then goes back to whoever it was on before.
I would add multi to that if there is more than one target. Multi does more damage than Aimed.

It used to be standard practice in TBC to use MD then Distract shot, but I haven't even had it on my bar since they changed it.
There are only two uses of Distract I can think of:
1) When you need to kite a mob to a trap and for some reason can't use Freezing Arrow, which I haven't done since TBC.
2) "Tanking" Mimiron's head in phase 3 and 4, since the melee can't reach it.
I'm sure there are others, but Misdirection isn't one of 'em.
I just tried this the other day, and only succeeded in aggroing myself. I was pulling off a clothy, so it was still better than nothing, but it looks like the aggro from DS doesn't transfer to MD target. I still have it on my secondary bars in case I need to pull off said caster, but that's pretty rare these days.
