well... You get 11 spell power from the Talisman... which is nothing... plus a little regen.
you get a bigger mana pool and a decent amount of regen from the Tears
If I was picking... Id go Tears

Tears is a pure mana regen trinket.
The talisman isn't that bad (+290 healing from heals from all healers on one target) if we weren't druids and thus not using many direct heals to begin with. It could be usefull when having to heal a MT for some reason, but it doesn't play to our strength. It still has the one big advantage that you can prepare for an incoming damage spike as it is "on use".
Neither are really convincing, pick the one that costs you less (both if you can) and swap in/out depending on mana problems or not.

I'd like to point out that despite one being blue and the other being purple, these trinkets have the same item level (200).
I would go with Tears for the simple reason that as a healer I absolutely HATE trinkets/items with "use" abilities. I get too focused on healing and forget to use them, forget to check their cooldown, etc. Procs are much better.
I always forget to use the "use" as well. I made a macro that will use a trinket whenever I cast wild growth.

I am confused about what is considered a "direct heal" from a druid. I assumed it was only nourish, healing touch and the first part of Regrowth, which makes "direct heal" procced trinkets not as great for a druid.

Second one is a lot better. The use effect on the first one is not that great for druids.

yes, the buff can only be applied by direct heals but the effect applies to all healing and using it with tranq makes a great oh crap button during heavy aoe damage applying a 4/5 stack to everyone and every pet in your party rather quickly which can then be followed up by rolling dots and wild growth
