You have Glyph of Entangling Roots. Starfire is your most mana efficient spell (aside from Entangling Roots, but...). With the Glyph, you can often cast one of those without breaking roots. Then your rotation against melee would simply be roots/SF/SF/roots/SF/SF etc. This will pretty much lock melee mobs down. If you need to step back a little, do so. You may want to finish with a wrath for mana conservation and speed, or switch to wrath when eclipse procs.
I wouldn't go for Nature's Focus at all (you're not supposed to be suffering much from pushbacks). Improved Mark of the Wild, Furor, Natural Shapeshifter, Master Shapeshifter, Omen of Clarity and Intensity.

You seem a tad heavy in your Balance to me. I didn't use Insect Swarm for leveling, freeing up some points for some mana regen. Since I didn't depend much on DoT, Nature's Splendor wasn't for me either. You can live without Celestial Focus in leveling too, although it's a must later on.

If he is going to do any dungeons, then he will use insect swarm.
It's not like he won't be admitted, or will cause his group to wipe, if he doesn't have IS. I agree, if he has it, he should use it. If he doesn't, maybe he has better mana regen, making him less likely to be labeled an OOMkin.
But it's certainly worth considering if he intends to do a lot of dungeons.

I think you should take Eclipse, if only because you need to get used to it. It's golden in boss fights.
A few notes on the use of IS: Since it's a DoT, it's actually best used at the very beginning of a fight than at the very end. Can also be used in conjunction with kiting, or against fleeing mobs.
