checked out your armory.
spell hit cap with the talents you've chosen are 263. you're at 311, 48 over. if you replace the gem in your chest, you'd be 38 over. your neckpiece has 31 hit on it. so replacing it with
Evoker's Charm
would put you at 7 hit rating over. which, isnt bad at all.
Also, i dont think you've got a second blue gem for your meta req.. which is bad. :P i see one in your helm, but none elsewhere.
now, being really nitpicky here. but if you REALLY want to up your dps, you'll replace the sp/hit gem in your chest with a
pure sp
gem, put a
sp/haste
or
sp/crit
in the yellow socket for the bonus, or just stick another
runed
in there.
and in your belt, you'd probably be better off with a
purified
gem. same for your headpiece. spirit > stamina for dps.
also, remove the crit enchant on your gloves and get a
SP enchant
. its the only wotlk spellpower enchant available, and its really inexpensive.
as for your talents. i think you're at the point where you dont have to worry TOO much about mana regen, so i'd highly suggest moving two points from
moonglow
into
improved MF
. moving the two points in
DS
into
Intensity
(intensity > DS for mana regen.) and the one point in gale winds would probably be better off in topping off celestial focus.
i know i know, its a lot off little things, but they all add up, and all will hopefully improve your dps :)

you need 10% hit from gear to be hit capped with talents
hovor over hit rating to view the hit %
once hit capped focus on SP above all followed by haste till wrath is a 1 sec cast then crit>haste
hit>all till capped
SP>all after hit
haste>crit till wrath is 1 sec cast
crit>haste after wrath is 1 sec cast

split the last 4 between imp insect swarm, gale winds, or intensity depending on your need for mana regen, aoe damage, or single target damage

Helm - +12 SP +10 Spirit is a better gem
Chest - Get a 2 +23 SP gems in your chest. And chant it with +8 or +10 stats.
Gloves - Get the +28 SP chant on your gloves.
Belt - Change your gem to a +12 SP +10 Spirit gem to satisfy your meta gem requirements.
Talents -
57/0/14 + 3
For single target move all 3 extra points into Imp. Insect swarm.
For better AoE = 2 points into Gale Winds and 1 into either Typhoon or Intensity.
For future gearing considerations:
Look for haste based gear until you hit the 400 rating soft cap.
SP is always King compared to Crit vs Haste.
Get either either the 4t8 bonus or the 2t7 bonus until you have access to the 2t9 bonus.
Always be aware of your meta gems requirements... this is HUGE.
This should help you out a lot. As for hitting 4k with your current gearing and talents that is definately where you should be so the biggest thing holding you back is gearing.

Your rotation is also a bit skewed, if you're truly interested in getting the most out of it, try:
IFF, IS, MF, FoN, Wrath till eclipse, Starfire till eclipse is over, Starfall, Starfire till eclipse, keep dots up (IS is more important than MF)
Edit: If you go from Starfire spam straight into an eclipse for Wrath, do not cast Starfall.
The reversal of IS and MF the first time is to give you a ~1sec window where if MF crits, you get Nature's grace for your first wrath.
Starfall on the Starfire cycle is much more potent, as it will give you free Nature's graces (from star crits) until your starfire crits.
Fine tuning pays dividends to those who take the time!

considering starfire eclipse gives a +30% chance to crit, i dont really follow your advice.
its sound advice, and if someone has a pretty low spell crit rate, i'd understand, but i've only seen my starfire NOT crit during lunar eclipse maybe... once or twice. and considering eclipse is procced off a a crit, you'd have NG up anyway..
with starfall, i'd say to time it to where there are adds, or when you get a + spellpower proc from trinkets.

Excuse me if I was unclear. Starfall should be used between eclipses when you're spamming starfire. Giving a 20% speed increase to a longer cast=faster change in eclipses. You can't proc an eclipse while you're in an eclipse.
Note: I'm not sure if the crit buff in the starfire eclipse persists to end of cast if it expires while casting or not, but either way, in a single boss encounter you should be getting Nature's Grace procs on your longer casts.
Using it on adds would be best, but about 30% of the boss fights out there are only the boss.

Crit bonuses are applied at the time of hitting target not of the cast.
