Multiply stamina by 15 and take whichever is greater, that should be a rough way to go about it.
Usually stamina is better since magic damage and bleed effects ignore armour.

Usually the higher item level (more armor) piece wins, however you have to look at the entire item.
For example, an item with 20 str/20 defense/70 stamina/1000 armor versus 40 str/20 crit/40 stam/1100 armor (made up items), the first is better.

Highly questionable... considering Strength affecting Block Value, and percentage increase in Armor Value from items. Also, it depends on the rest of your gear, item slot (enchantable/no) and the environment you're going to use it in.
I already have 2 sets and building 3'rd. All for different purposes, indeed - with different resulting HP.
