AFAIK, yes ... but I doubt that 20 mins will give you more than one mob kills worth of rested. It takes hours, and at low levels (< 10) days. LOL

for example, i went overseas and a character i had logged out at an inn got about 2 levels of rested, while the other one who was just logged out in the wilderness gained about 2 bars of rested.
Well, technically 1.5 levels is the maximum. But you're right about the rate of accrual -- it's several times faster in an inn or capital city.
To quote WoWWiki:
One bar of rested XP (5% of a level) is earned for every 8 hours spent resting. A maximum of 30 bars (150% of a level) may be earned. In other words, you can leave your character resting in an inn or capital city for up to 10 days (without gaining experience) before you earn the maximum amount of rest state, and a resting character stores up one full level of rest in 160 hours (6.67 days).
You also become rested while logged off in the wilderness, but the accumulation is slower. When logged off "outside," rest is gained at one fourth the rate in an inn, or one bar every 32 hours.

It is stating you gained an extra 100 xp for the kill and it was due to the rested bonus, when you are grouped you will see the bonus listed as (+5/10/15/20).

AND
"When visiting one of the nine main cities (Darnassus, Ironforge, Orgrimmar, Stormwind, Thunder Bluff, The Undercity, Exodar, Silvermoon, and Shattrath), players do not need to check into the Inn to rest.
However, players still need to seek an Innkeeper to bind themselves to the city
."
So I'm confused, at any city or inn i'll get a rested bonus but in a main city I have to bind myself to get a bonus?

Of note- there are are smaller places (tents) like at Westfall Brigade Encampment. You do not always need the usual "inn" structure. Just look for the "zZz" and you can rest there.
