I will answer however.
Western Plaguelands will be changed greatly, possibly purified, with Forsaken from the west, Blood Elves from the East and Dwarves/Humans from the south.

I think it's safe to assume that the Western Plaguelands will be changed dramatically with the fall of the Lich King.

Technically the Easter Plaguelands was not mentioned in the blue post but I feel there will be changes, even if they are small.

As others have already stated, the Western Plaugelands will be completely purified. We haven't heard anything about the Eastern half, but the level-flow map shows that it will be changed more then the Western Plaugelands (but less then Darkshore).
Personally I think it will be a great time for Blizzard to show what's become of the Scourge/Cult of the Dammed since the fall of the Lich King. The Eastern half could be a great opportunity to show off some terrain phasing, cleansing the remnants of the plague and the like.

Personally I think it will be a great time for Blizzard to show what's become of the Scourge/Cult of the Dammed since the fall of the Lich King. The Eastern half could be a great opportunity to show off some terrain phasing, cleansing the remnants of the plague and the like.
Except, that zone happens before the Lich King falls, so it's "still" under influence. Remember that the Death Knight starting area still have to be there.

Low changes on Eastern Plaguelands..... in other words, other then the level requirement being dropped, nothing is happening there.
Western is seeing a push from the south by Dwarves and Humans, with the Forsaken pushing in from the east; there will probably still be plagued areas, but there will also be purified sections; I doubt they are going to remove all of Andorhol or Scholomance, those are two of the best quest lines in the zone after all.

um....cataclysm is not about the scourge nor this is the right spot to even be saying about giving the scourge a new role in cataclysm.
go tell that on the WoW forums not the cataclysm forums
... wait, what? Seriously, I have no idea what you just meant. No one said anything about a new role for the Scourge, at all.
