There are no game requirements it's just up to the group or the raid leader. If your GS (using the addon is 3.7K) stick to heroics and the ICC 5 mans and get geared up.

You fall in around Ulduar 10/25, gearwise of course.
Naxx10- 2900
Naxx25- 3300
Ulduar10- 3500
Ulduar25- 3800
ToCr10- 4000
ToCr25- 4500
ICC10- 4700
ICC25- 5100
I would suggest running heroics until you get your 4pc t9 set, then any other helpful goodies from the badge vendors, save up frost emblems, and run icc heroics for upgrades.

Your average item level should be about equal to the previous tier's drops.
For example, Naxx 25 man is item level 213. So you should be in mostly 213 (at least) gear to perform well in Ulduar 25 man.
ToC 10 man drops 232 gear. So you should be in at least mostly 232 gear in order to perform well in ICC 10 man.
ToC 25 man is 245, so be in mostly 245 before you do 25 man ICC.
That's how it worked during progression, so that should be considered the minimums.
As for how that corresponds to GearScore, let me look at my database, find average item levels, and tell you what the equivalent GearScore is.
264 = ~6000 GS
251 = ~5600 GS
245 = ~5400 GS
232 = ~4900 GS
226 = ~4700 GS
219 = ~4400 GS
By running heroics and getting badge gear, you should get up to around a 4600 GS pretty easily, which is about the point where you can be taken seriously and should be able to run any raid.
On my rogue alt, as soon as I hit 80 I got the two 245 crafted pieces (Bracers/Chest), started running heroics, got a BoE Epic, ran a 10 ToC. Within 1 Day of /played I had around a 4400 GS. I went on a guild run ICC 10 and was pulling a healthy 5K or so on every boss. Scooped a lot of loot in that run, and now with 1.5 Days of /played I have a 5632 GS with an average item level of 252. Helm, Chest, Gloves, Ring, and both weapons are 251 from 10 man. Shoulders, Bracers, and Thrown are 245 Badge/Crafted. I bought the frost Cloak, Belt, and Trinket and have the 264 BoE neck also. The only two "junk" items are 232 boots from hHoR and a Pyrite Infuser 219 Trinket from Flame Leviathan weekly.
It's amazing how easy it is to gear up.

You can get to 5200 or so easily (yes, week or two of effort required because of locks/how lucky you are) if you farm Heroics to no end. Especially the 5man ICC Heroics that drop 232 gear and badge upgrades. From there you'll want to run ToC25, ICC10, and ICC25. The drops from ICC are good, but the frost badges to buy your T10 set are really awesome as well. VoA should be run every week for your shot at free T10/9 (25/10). You can often sneak into a run and be carried since the instance isn't that challenging with a low Gearscore.

I've never seen upgrades drop in 5-mans... I've been grinding away, getting my Frosties. I'm almost to my 2nd piece of Tier 10. And my GS is 5102 right now, IIRC. It's not quite that fast or easy to get to 5200, is what I'm trying to say, really.

The GS requirements for ICC are probably going to default in most groups to 4.9k. It's higher than what you technically need to perform competently, but it's also pretty close to what you'll end up with with full heroics gear (5.2k is a little high as an estimate. My bear had an i200 trinket and the 264 frost badge cloak, and everything else was emblems/drops, and I had 4990). It's a pretty big red flag to see someone with a GS that suggests 'look at me! I haven't even bothered gearing through heroics yet!' trying to get into an ICC run, even if technically, they could pull their weight.

The big problem with gear score is that it doesn't equal skill score and far too many fail raid leaders think that it is a substitute for looking at a toon and making a real judgment. In addition, far too many PUGs and PUGgers out there suck. No two ways about it, the groups are cobbled together using gear score and haven't worked together and often class/spec synergies are missing. In addition, frankly, a lot of PUGgers out there suck as well, they whine, complain, talk about their alts, think they are too leet to use vent, don't take direction well (or at all), of course they know all the answers and lastly, nothing is ever their fault. And if that isn't enough, most all of them are quitters. One wipe and they bail, no matter the cause and no matter even if it is a simple case of RNG bent you over a barrel.
If people are in a PUG and don't have a guild or their guild is decent in progression and they aren't, well, there is usually a good reason. Typically, that is either time on-line, commitment or skill and usually, in my experience, skill. A lot of people don't play well with others for the reasons mentioned above and if that is the case, no PUG in the world will fix that or them. If you got kicked because of gear score, then it was poor raid leadership to either not check before you got there, not ask first or decide that was the reason for failure. Yes, there are times that lack of gear = failure and those are gear check fights and enrage timers. With the guild Undergeared doing pretty much everything in iLevel 200 gear, this is far less of a reason that most think.
No, I am not super skilled, I don't have "Kingslayer" title to my name and I doubt that I will ever be in a top progression raiding guild. I know I am not great and that sometimes I mess up. I own up to it, try harder next time and don't quit. This is just my take on what I have seen and I have been in a LOT of PUGs due to my time online. Anyways, enough ranting, this kind of got out of hand, sorry.
