People are saying you get better stats from one hand + shield. And that's the rationale that raid leaders use when they say 'shaman shouldn't roll on staves'. (There's one reason right there that it's rare to see shaman use staves.) It's BS though. Early staves (like abracadaver and nieblung) are MUCH easier to get and MUCH more powerful than useable drops from equivalent content. However they are only good for Ele. I can't think of a single staff that is appropriate for Resto.
One additional thing that has been pointed out elsewhere, staves SUCK for pvp.

Considering this, that only one of those is from a 5 man, that Shields give extra armor for free, that 1h+Shield combos give more spellpower overall in the same ilvl category, and the fact that there's generally more competition for staves than caster shields, I'm not surprised you don't see many shaman with staves.
Your server must not have many holy paladins.
Out of the last week that I've run heroics, at least half of my healers have been Holy Paladins.
And as with no-hit, no-spirit staves, exactly
one SP shield
is from 5-mans.

I am shaman and i am using
Nibelung
Even tho there is 1h with same SP, so getting a shield would wield me more SP and INT ofc, but i prefer having 2-4 valkyrs procced and spamming my targets, increasing my DPS balls to the walls
Its pretty much proc vs static stats, but so far i am loving it and do not intend to change it yet
