Well i found this from an official Blizzard FAQ on their forums
"1.4Q Will I require all the expansions to play Cata or even Cata itself to experience certain content?
1.4A The old-zone changes will affect everyone. If you want to experience the level 81 or higher content, you will require the previous expansions and of course Cata itself. Not to forget about the new races will also require Cata. "
So it looks like what Adamsm said (that buying cata will give you access to the new quests, class changes and such) is correct. It looks like everyone will be able to see the changes.
Think about it as well. The Undercity, for example, is being complelty overhauled so the only way you can enter is via flight.....if they wernt goig to allow flight for everyone then why do that?

"5.3Q Will these old zones change permanently for everyone? Can I still do the old quests there?
5.3A Yes, the zones will change permanently. It will change for everyone (if you got the expansion or not) and it will add new quests regarding the events. "

While there are many cool quest chains in the old world, it often feels as if you have to go out of your way looking for them, and yes, most people probably miss them because of the improved (or nerfed, depending on your perspective ;)) leveling. However, for those who never leveled guys in the old days before BC, you have to understand it could take half a year if not more for someone to hit 60 if they had things to do on the side like a job, family etc.
Leveling was VERY time-consuming in classic WoW, and that doesn't really work for a game if you want mass-market appeal. Having to level your dude for ~10 months straight to even reach 85, well, that's enough to discourage most of us. Hence the sped-up leveling. ;)
I played WoW a lot back in 05, and it still took me at least six months to ding 60 for the first time - although I did play both a hunter and a warlock in alternating fashion, so it would have been faster if I'd focused on just one character.
You make a valid point, but then again, the time it takes to level up has been GREATLY reduced since the game's release. I'm sure you know that just as well as I do, judging from how long you've been playing the game. Between the reduction in experience needed to level up, the increase in experience awarded from quests, heirloom items, and mounts at level 20/40, I think leveling has been nerfed enough, and even the casual player can hit 80 in a couple of months.
One of the most unique and satisfying experiences in World of Warcraft, in my opinion, is the joy of discovery. Back when I first started playing the game, I really didn't have a general idea of where to go or what to do. Sure, I had the quest text, but that I was it; I had no prior knowledge of the zones and no fancy addons like Questhelper or Lightheaded to guide me. Most of my time was spent running around searching for where to go next, and through doing that, I really got a sense of the zone as a whole, not just individual sections of it. I was able to see the zone for what it is - able to see all the different enemies, towns, and landscapes - because
I
discovered these areas, not a pre-existing number on my map. It took me about half a year to get from 1 - 60 in classic WoW as well, give or take, but the end result was very satisfying. I really felt as if I had completed a journey from a young, inexperience Orc to a seasoned fighter with a vast knowledge of the world around him. These days, most players probably can't even tell you where Silithus is, or how to get to Winterspring.
I could go on and on about this, but people are probably sick of seeing nostalgia posts here. Who am I kidding? To Blizzard, it's not about the "feeling" anymore, it's about making everything accessible - which is a good thing, by the way, but only to a certain extent. When you have numbers all over your map and tooltips that indicate which mobs you need to kill for your quest, it's not as fun and makes the game feel more linear, rather than open-ended like it was intended to be, and it takes away from the experience as a whole. True, you could always turn these things off, but let's be honest: who really does that these days?

That is not happening.
It is being overhauled to allow flight entrance though.

There's a vast difference between "easier for flying mounts than navigating the sewer" and "no entrance if you're not flying", however.
