If you're doing 25s, then you should be on bubblespam duty. For that job, you need about 150 haste :)
For 10s, in which you're probably tank healing, there's no haste cap. More is better, and getting to a 1s Flash Heal is pretty awesome.
That said, you should absolutely not be gemming for haste. It's not
that
valuable, and the item budget on gems favors spell power. In fact, I don't understand your gemming strategy at all... consider changing them all to full spell power gems. Given your gear level, the raids you seem to be doing, I have a hard time believing you really need all those intellect and mp5 gems.

I'm on MT-healing duty for most fights. I raid 25's with my guild and we're at 6/12 in heroic ICC.
I'm an extremely effective tank healer but I still throw bubbles out to the rest of the raid when it's needed. I bubble-spam on the occasional fight if our other disc priest is missing but for the most part I'm on tank heals.
I've currently got 840 haste rating and 830 crit rating and I still gem mostly for spellpower.
I will defend that disc priests can make extremely effective tank healers, even in ICC. Not to focus merely on the healing meters, but I consistently smoke our holy paladin in effective heals. The only fight he beats me on is Dreamwalker but I am on raid healing duty during that fight.
I still toss out a handful of shields on raid members who need them, but I keep my attention on the tanks and we do just fine. So it's unfair to say that disc priests should only be shield-spammers in 25's.

@ Surfacing: the rest of our healing team are very strong raid healers (resto druid, resto shaman(s), holy priest/disc priest backup) and yes sometimes we do have one of our holy priests go discipline to be a raid-bubbler, but I've been tank-healing as disc since Tier 7 and we haven't changed our healing assignments. It was only for Lich King that we introduced a 2nd disc priest to handle Infests while the paladin and I watched the tanks. It's been me and the pally since the beginning, and between my mitigation and the pally's throughput, the tanks are in safe hands.
Now, I also agree with the argument that we are incredibly effective at shield-spamming
on aura fights
where there's extremely light incoming damage on the tank. In those situations, I can let the pally solo heal the tank and I shield-spam the raid, but I have to put on a few pieces of gear with more regen stats so that I'm (a) not wasting stats on haste and (b) getting enough regen to handle the demands of shield-spamming. But yes, on aura fights with predictable incoming raid damage, switching to bubbling is very effective and the best way to get the most out of the disc priest.
On fights with normal to high amounts of tank damage, I am tank-healing all the way. I've only got 4 pieces of spirit gear while all the rest is throughput (spellpower/crit/haste) for building large D.A. shields. Our mitigation is ridiculous. We already have
talents
that
increase
the
chance
to
create
Divine Aegis
, in addition to a couple of talents that
boost
our
heals
that you might have forgotten about. With high amounts of SP/haste/crit gear, tank healing is a joke as disc.

The only thing you should gem for is spell power and intellect as a disc priest. Spell power is the only stat worth gemming if you are PWS-ing and intellect is the only stat worthy to gem if you need mana. With passive stats from gear alone, talents, raid buffs, and borrowed time you should be at the haste cap anyways so never, never, ever take haste over anything else. Also, only gem intellect if you are running out of mana.

A paladin + disc priest on tank healing duty together is a very powerful combo. a Paladin's powerhouse heals on both their target and beacon, and a disc priests absorbs can make healing super spiky tank damage seem like a walk in the park.
Disc and and still does tank heal. We just also happen to be super awesome at raid 'healing'.

DA Procs stack up to 10k total. No DA proc however stays around for long on a raiding tank.
Priests don't flat out gem for Haste only. The levels of haste you want are obtainable from gear, regardless if you are tank healing or not.

That's strange that my Rawr would tell me to prioritize haste over crit, then. I've got all raid buffs turned on and using the "tank heal + FH" casting model. On a Mac at work right now so I can't provide more info.
