Fade is DESIGNED to be used after a fear or peel. If you fade while a rogue is actively HITTING you, you're an idiot and should queue into me because I like free rating.
Its there so that you don't fear the rogue off, move 3 yards over 8 seconds, then he's on you again. It makes your fear useful against snaring melee like rogues and ferals. Adding a snare immunity would be too strong, given its 15 sec cd after talents and glyph.
Giving dispersion a small speed boost wouldn't be too bad, and it would fit into the ability well. You're already pacified while dispersed anyway, but I'm sure if it was implemented I'd be crying on my protret pally since we have 0 gap closers or snares anyway.
Absolute maximum: 20% boost for 3 seconds when you use dispersion. And make sure you dispel JoJustice first, or the pally might laugh himself to death. That isn't too strong in pve either, where a 40% burst would be far OP in pvp and pve.
