Personally, I say they simply allow you to queue for specific games, with different maps.
You queue for Capture the Flag. The queue pops, you accept, and a random map is selected. In this case, it could be Warsong Gulch, or whatever the BG is called coming out with Cata.
There's also the option to queue for War, which could be AV type maps.
Or you could queue for Resources. In this case, AB or EotS style maps could be generated.
You could also queue Siege. The available maps are IoC and SotA styled.
I say they keep with these types of games, and just add new maps for diversity. We have enough of these new (and lately underwhelming/unfavored battlegrounds. Lookin' at you, Wrath of the Lich King battlegrounds) ideas that most players seem to have a disdain for. I know nobody who enjoys SotA, let alone IoC.
Hence, why in Cataclysm, they're going back to their Warsong Gulch roots, because it's popular, it works, and it works well.
Add a few more maps for Capture the Flag, Resources, Siege, War, and whatever, or just limit it down to a few and work on maps for those. Either way, I see that working much better then making BGs that are just plain too complex/irratating, or just a rehash of what's already done.

Some time ago I though about this all the leaders of the two fraction and how they never really seem to do anything so:
Map: big open grass field without any real obstacles.
Players: each fraction has "starting area" that the other fraction can't access, so no GY camping. And all players have 3-5 respawns after which you become a spectator.
Buffs: "Chaos" - Removes the ability to crit and halves all dmg and healing.
Start: Both fractions' leaders move to the center of the map and engage each other. The leaders can't attack or dmg players and they are evenly matched.
Goal: kill the other fraction's leaders before they kill yours. Game ends when one side's leaders are dead or retreat when they get to 1 hp.
