So he's leader of the cenarion circle but he can be attacked and killed by the horde in darnassus?
Whatever his position is, Mal is the leader of a neutral faction that is now more sided with one faction in this war.

To be honest, Thrall can be keeping the Maelstrom stable and also lead the Horde. We don't know what will happen to Thrall now that the World Pillar have been restored and the rift at the Maelstrom won't cause Azeroth to collapse into Deepholme.
Also, although Malfurion returned to from the Emerald Dream, the leader of the night elven race is Tyrande. Malfurion leads the Cenarion Circle and is very busy doing so and other things (like stopping the elemental energy for completely destroying Darkshore or dealing with the advance of Ragnaros army of elemental and Twilight cultists in Mount Hyjal).

Yet still, Mal is making his status known as one of the leaders of the nights elves again, and thus an alliance leader. So how is it that Malfurion can be leading the cenarion circle, battling the elements at darkshore and hyjal, and still be a leader of the night elves, yet Thrall has had to give up that role as leader to deal with the problems on azeroth?

because thats how warcraft usually works, equal and opposites, both sides have the same good and bad pointers, both sides have there reasons for hating the other, and both have there asshats and heroes.
In the games lore, so much is held on a level of 'the opposing sides equivalent', Varian/Garrosh, Orgrimmar/Stormwind, Night elves/Tauren, Holy magic/fel magic (old horde back then). There is always a matter of balance between both sides that works as comparion. And as it stands in there actions Malfurion's is on the same level as Thrall now.
The difference of course is one returned and is now a leader of the alliance again, and the other has given his mantle to the durp. It be like if the lore was in reverse, Malfurion giving Staghelm leadership well her went off to save the world.

You don't have to kill Malfurion for For the Horde! ergo he isn't considered an Alliance faction leader by Blizzard.
If anything, he's to be compared to Hamuul Runetotem, who just hasn't done much of anything lately (oh @#$% he's gonna die soon if that's the case!)

You can't compare Mal and Thrall.....mainly because their organizations are nothing alike. The Earthen Ring has been around for a decade at the most, while the Cenarion Group has existed since the War of the Ancients ended. The CG has half a dozen races as part of it: Night Elves, Furbolgs, Tauren, the Children of Cenarius, Trolls and now Worgen. The Ring is made up primarily of Orcs, Tauren, and Draenei, and even then, it's more Broken then whole ones.
As for why they are different: Malfurion is the leader of the Circle, not an entire nation of Night Elves. He's 'allowed' to go off and save the world because his people don't depend on him to protect them... or at least, not to the level they do with Tyrande, who is the voice of the Night Elf nation, leader of the largest religion, and technical head of the standing Army(yes Shandris is the official Sentinel General, but the point still stands).
Thrall was the Warchief of the Horde for 15 odd years(damn Timeline being stupid), but now that they've added in the Ring to be a greater force, he's apparently got to make a choice...even though he's been both for that long as well.....
Also, your splitting hairs again Tauren; yes, Jaina is the leader of the Theramore humans, made up of Dalaran, Hillsbrad, Lordaeron survivors, and is a high ranking member of both the Alliance and the Kirin Tor, and she is, if her brother ever dies, the actual ruler of Kul Tiras as well... so if that happens, what happens to Theramore? Should she abandon it to go rule over the Island nation or ignore the problems that exist in Kul Tiras without a leader? She would have to make a choice.
Also, you mentioned Bolvar.... Bolvar and Prestor were Reagent Lords to Anduin Wrynn while Varian was missing; they only had official power as long as the Prince was alive. Had he died in that time, Stormwind would have erupted into civil war more then likely, with the Nobles backing Prestor and the armies behind Bolvar. And when Wrynn came back, Bolvar was still his second in command, which is why he was in Northrend, assisting the forces of the Alliance against the threat of the King... it was only an ass pull that screwed him over.
Garrosh was in the same position as Bolvar; Thrall was still the leader of the Horde, and Garrosh was his supreme military commander in Northrend. Yes, he did dumb ass things and screwed up, but again.... I'm waiting to see the new writing in Cata, to go with the changes.
I know all of this will be ignored... but I can't help but write it.
