Try to make your friends do it, just sound desperate.
I did a couple pugs with around that gear level on my warlock, but it's pretty rare to be allowed into a group with gear that isn't at least 1/2 a tier higher than the content they want to raid.

Alright cool, I didnt know that was a viable option. The triumph badge grind was getting a bit ridiculous, without really bringing my GS up at all.
Try not to focus on bringing your GS up, try to focus on making your character as good as possible. The two are NOT the same.
For example, getting
this
from ToC normal. I know, crappy GS, but it's a fantastic trinket to start raiding with.

Aye, this creates a bit of a catch 22. Get your GS up and get into fail PUGs, or get your char as good as possible with a lower GS and don't get into raids.
The solution? A guild.
Edit - Disclaimer. Not all PUGs are fail, and not all Guilds are good.

The minimum recommended GS for ICC10 is 4700 (and that's not taking the 30% buff into consideration). Now of course your average PUG will want at least 5k+ since they want to try and have as best geared people as possible, but in theory if you added a crafted item or two (245 crafted gear, provided it's not super expensive on your realm like it still is on Fizzcrank) and you should be ready for at least the first four bosses in ICC10.

Going to make a complete assumption that, with your icon, you are a mage (See how i did that?)
That being said, gearing can be a real pain. Rings & trinkets especially, as you share many a possible upgrade with what feels like half the damn world, and every toon has not one but two slots of each to fill up.
At 4.4k GS (and zero estimate of skill level), I would say that your sweet spot would be 25m ToC. with 245 iLvl gear, and some VERY nice prep-for-ICC items therein, it fits your level of number output as well.
Lastly, while the downside is that you can't pug into these are readily as ICC (80% of pug raids are ICC on my server), you will find that 4-6 people will roll on the damn Althor's (sp) Abacus, but you are very likely to be unopposed on 1-3 pieces of gear in the Stadium.
And 25m comes with those tasty, tasty t9 upgrade trophies.
(i geared up my alt hunter by running in two 25m ToC GDKP runs and netted 3 pieces of gear and two trophies for about 2,000 gold all told).

True, but what gives you a high gs might not give you the dps that is somewhat expected of you.
Because dps/skill > gs if the raid leader complains your gs is to low tell them i can perform the dps required for this place because i know how to properly gem, enchant, and gear my toon along with knowing what rotation and talent spec will provide me with the best dps increase. If the raid leader still kicks you then you can bet the raid is fail and try to find one with a more intelligent one.

If your GS is low you will not get into a raid. Once you are in a raid, if your DPS is low, you most likely won't be kicked.
So GS does improve your chance for success.
Also mostly people start looking and blaming in case of a wipe. It's entirely possible to not wipe and therefore not get scrutinized on your dps.
I do advise reading up on rotations, practicing it, etc., reading up on gearing, using spreadsheets to gear up corectly.
But to get into pug raids, stacking AP/SP/etc won't work, neither is having 6k dps in perfect blues/ilvel 200 epics, you have to stack GS to get into raids.

11/12 ICC 25, and 3/12(Rotface is one) Heroic and still have it on my mage.. :/

Badge grinded gear, and drops from ToC/ICC 5 mans will be plenty enough to get your GS much higher than it currently is, without you sacrificing good gear for higher ilvl gear. You'll have good enough gear to get into and perform well in ICC, and if you whine about how 'every pug wants like a 5.6k like omg' you just have the patience of a flea and should try harder.
That said, if it's getting really boring, ToC 10/25 runs are still done fairly often. A couple 245 pieces no one wants from 25 might speed up your gearing process.
