I'm in the almost exact same position as you right now, I have a level 45 warrior that is currently Fury, I want to go arms because I hear its got a higher survivability and is fun for bust damage, aka killing monsters quickly. I also play on a pvp server so being able to hold my own a little more would be nice. So anyone answering his questions would be helping me aswell.

What stats you look for depends on what role you're in, not just what spec.
For questing, arms and prot will look for mostly the same stats: Strength, hit, expertise, crit, armor penetration primarily (some of these are rare on low-level gear). For PvP, you want some of those combined with stamina (and, at higher levels, resilience) and a PvP trinket. For tanking, you'll want to grab stamina and defense as well as some block, dodge and parry, though keeping some of the DPS-oriented stats is often a good idea; expertise is the main one here, though hit and strength work too.
As arms at your level, you will want to keep rend up, do mortal strike on cooldown (as long as rage permits), overpower every 6 seconds roughly, and slam when you have nothing better to do with your GCDs and rage. You stay in battle stance unless some specific ability outside battle stance is needed (you can swap to berserker stance eg. to pummel a spellcast or intercept). Victory rush is fine when it's available, but don't worry too much about it.
One other note about gear is that arms is designed for a twohander, so I hope you haven't been using a shield when arms specced.
As for doing more damage as prot than arms... Well, prot has been buffed a lot, and is less gear-dependant when it comes to DPS. During levelling specs also grow in power at different speeds, governed by the levels at which certain abilities and spells become available. Prot will actually become more powerful compared to arms over the next several levels for you; devastate becomes available at level 50 and essentially completes the prot rotation. Once you reach outland and get better gear, arms will improve, and again when you get to northrend.

Well i'm about the same level as the guy who started the thread, and from what i've read, arms doesn't look that good until higher levels.

I'm not talking about tanking instances as arms. I don't want to tank at all, i just want to dps in groups and quest, but from what people are saying, Arms isn't good till Outlands or later.
I guess i'm going to just go prot so I can get into instances quick and level with ease..

no, if anything arms > fury at earlier levels. fury is ok too, but be sure to look for hit rating on your gear as much as you can.

depends what spec but if its prot your taking about. I go with Devistate, Blocking, Shield wall (can take Cleave instead of devistate if you want). for arms its Rend, MortalStrike and Bladestorm.
Just adding: Execute is a good alternative to Bladestorm as well. That third one doesn't matter until 80 though.
