Crit capping is the point you reach when a part of your damage stops benefiting from additional crit rating. The specific part of your damage I'm referring to here is your white swings.
Every time you swing with a weapon or perform a special attack, an imaginary roll of the die is performed by the game. The result of the roll determines the outcome of the swing. There are seven possible outcomes that a swing can produce, and they are all mutually exclusive. A swing can not produce two results. They are:
Miss
(modified by your hit rating, default chance is + + = 27%)
Dodge
(modified by your expertise rating, base mob dodge chance is 4.5%)
Parry
(modified by your expertise rating, can not occur when attacking from behind)
Glancing blow
(constant 24% chance of happening on an auto-attack)
Block
(can not occur when attacking from behind)
Critical hit
(modified by your crit rating)
Regular hit
(the remaining % on the attack table)
NPCs can also perform Crushing blows under special conditions. You are unable to perform crushing blows, so I have omitted that.
Now, your stat distribution determines the percentage of each of the above mentioned results occurring. Imagine that your character is soft-capped on dodges with 26 expertise, 0 hit rating, has 26% crit and is attacking from behind. Your attack table looks like this:
Miss

Parry
- 0% (you are attacking from behind)
Glancing blow

- 0% (you are attacking from behind)
Critical hit

Regular hit

In this hypothetical situation either one of your auto-attacks can only miss, be a glancing blow, crit or hit at the noted percentages.
Now, adding more crit to your gear can only reduce the amount of regular hits. You can't reduce your miss percentage by critting more, nor can you reduce your chance to be dodged/parried. A critical hit only converts a regular hit. Adding further crit rating will reduce your regular hit % to 0. This means you are crit capped. Adding more crit will not convert any more white hits, because there aren't any on the attack table. You can no longer produce regular hits. Your auto-attacks either miss, glance, or crit.
At this point the value of crit rating drops like a stone. It's not worth that much at all. Only special attacks will benefit from it, because special attacks don't glance.
You should not be striving to reach the crit cap. It is not a beneficial state. If at any point in time you become crit capped through your gear, you should gem hit and expertise rating to reduce the miss and dodge percentile on your attack table and thus increase regular hit percentages.
