It should give the "execute" phase of boss fights more oomph. Not to mention make Execute a bit more useful than it currently is.
You're right, but I don't think this ought to be the (sole) solution. Execute needs to be a button worth pressing on its own, even if you don't have this talent.

Bosses usually have about a fifth of their health left when they get to 20%. Though I guess they could make a new Vael fight.

I meant numbers wise. There's a difference in raw numbers if you mean 2/10 or 2,000,000/10,000,000.
If you don't even get to use the full haste buff for a decent amount of time then it doesn't really seem good imo. With the way they are controlling rage generation from white hits/crits we might not be able to execute spam at the end (unless your rage-generating cooldowns are up, ofc).

Yes, there's a difference in raw numbers, but my point is that our DPS is always going to be balanced to fit with the raw number of health on bosses, so that the average boss fight takes the time Blizzard wants it to. Which means execute will always be usable for the same portion of a fight, regardless of the raw numbers.

The talent looks actually rather good to me. You could get the stacks up in 7.5 secs, after that you can put execute into your "rotation". I see two reasons for this, besides the obvious increased white damage and rage income:
1) The most intense part of a boss fight are usually the last couple percent. 1% wipes, anyone? In ICC there are a couple of bosses that come to mind that you want to kill as fast as possible after they get into their last phase, which is usually tied to a special percent value (which doesn not have to be 20%, though): Saurfang, Putricide, Sindragosa, The Lich King. I guess that'll not really change in Cataclysm.
2) More hits means more Enrage uptime.
I just tried it on the PTR on a Level 80 training dummy. Putting execute into the "rotation" increased my Enrage uptime by 6 percent points (from ~75% to ~81%), DPS went up from ~6300 to ~7100. Besides that, the damage done with Execute was pretty nice (~5100 average hit, ~11100 average crit). Gear had average item level of 273, Shadowmourne and heroic Cryptmaker as weapons.
