I have a positive argument: It procs often enough to be a decent dps increase. Besides that, other options are mana regen or gale winds, which are a bit lackluster.
But is it enough of a dps increase to warrant 2 points over utility talents such as Overgrowth or Fungal Growth that could increase your raids dps situationally? (or rather prevent a raid drop in dps)
Well, Overgrowth is gone :p and Fungal Growth won't be useful at least until cata, because semi-controlable slow every 3 minutes is not good enough. We'll have to see how cata raids go though.

Uh... no.
Everyone is not a special flower, unique in every way.
There are maximum DPS rotations, plain and simple. There is a "best way" to do things. There are alternative play styles that might have different maximum DPS rotations for that play style, but in that case that play style is not offering maximum DPS.
You don't have to maximize your DPS if you don't want to. And often the difference between it and some of the alternatives is relatively negligible. But that doesn't make something that's not maximized DPS into the maximum DPS.
But, but, disney movies told me otherwise!

AoE:
Starfall no longer shards and as such has lost quite a bit of power in an AoE situation, so while it will be used it's no longer a powerhouse like it was.
so the buff starfall got wasnt for pve? cuz i heard they buffed it.or has things changed because i dont really pay attention to druid changes on the ptr im mostly interested in warrior and dk changes
Starfall's direct damage is nearly the same as live is currently, it just no longer shards so is not an AoE powerhouse that it used to be. It does not reach maximum effectiveness with 2 targets. It is still a strong spell and when used in sync with the Starsurge Glyph it is quite powerful.
For those of you wondering about Overgrowth. It is still on the Beta build but was removed on the PTR build as of Tuesday.
Insect swarm in the beginning of the rotation is indeed a great idea if you are starting at 0 energy so I will add that in, however Les is correct when stating that you will be wanting to start the rotation with 1 energy of a specific type.
@BOOMKINmuffin
Haste has always been our most important stat, after hit and SP, even though our rotation was highly dependent upon criticals to begin or proc anything. Crit ONLY became stronger then haste, and not by terribly much, once you reach 401 haste rating with raid haste buffs in place, also known as the GCD cap or the Wrath softcap where you reached a direct limit to your ability to cast further Wraths. Crit only was better until you reached the
1575.5 - Int/3 - idol
point called the Crit softcap where your Starfires while under the bonus of Lunar Eclipse would reach 100% critical chance. After those two points Haste once again took the lead over Critical as a stronger chance.
The haste soft cap has been reachable since 3.0.1 and the Crit softcap was originally reachable by only high end geared boomkins in 3.2.0 and once the boost to eclipse happened in 3.3.0 nearly every boomkin that has access to 232 level gear can reach it, while nearly all boomkins at 251+ are well past it and working on haste once again.
The reason Haste is currently our biggest stat comes down to 2 very, very major facts.
The Eclipse rotation is not affected by the amount of crit you have what so ever anymore. There is no point where a critical will do anything beneficial to the rotation other then do 109% extra damage for that spell. Nothing proc's from it... absolutely nothing.
Wrath's cast time has been increased to increase the amount of haste needed to reach the GCD cap for that spell. So much in fact that current lvl 80 gearing it is impossible to reach the new GCD cap. That makes haste by far and away the largest dps boost out of any stat past Hit or Int themselves. The more haste the the more spells you get out. The more ticks you get on your dots, which can now both crit and gain ticks through haste.
If you have further argument otherwise about this please post with in one of the many numerous thread around the internet that fully agree and back this statement. Everyone who is notable int he Boomkin community agrees on these points and has yet to be disproven by any sense of the word. I'm speaking from solid proof and evidence from many many many sources. It is on you to disprove this. Nothing mean or harsh about this. The scientific community of the world follows the same practices.

Last I read dot damage is calculated on cast, so a dot cast in eclipse will carry the buff out of it. I should imagine the damage from GoSF, as it adds time to the dot, not ticks, is added equally to the original. NG however, aparently doesn't affect the dot that procced it, so you want to cast MF before IS, given that you have IS glyphed.
Has anyone looked at GoSS vs GoMF?
EJ is currently looking at:
GoSS
GoMF
GoW
As the 3 prime glyphs. ONce they settle down on the math behind it I will post the new info.

Then again, apparantly moonkin aren't supposed to have nice things, so I guess it fits Blizzard's modus operandi when it comes to balance druids; tantalize with fun toys on beta, then take them all away before patch goes live. :(
Sounds like their approach to Pallies, lol.
