@ Libertine the datebase are a little off and can't be trusted on a few things there changing a few things over and somethings are screwed up. There is a post in general about the change over.
Offset items are mostly Cloak,Neck,Rings,Boots,Belt,and Trinkets.
With the current set-up 232 gear (Teir) being the best without have Arena Exp. or having Emblems of Frost to get the peices. And Weapons having a Arena Point Requirement (and Rating?)

For more info on season 8 to season 9, look up season 4 to 5.
However be noted that they are changing the point system completely, so it may vary.
Also try adding attack power to your filter.

Alright, first I'd like to apologize for some misinformation in my first post. I stated that the PvP set consisted of chestpiece, helm, shoulders, gloves, and boots, which is wrong. The first four are correct, but boots (as mentioned by atomicwolf) are actually off-set; it's the leggings that make the final piece of the set. Sorry about that.
As for your question about off-set pieces that still require arena rating, again atomicwolf is correct in that Wowhead can't always be trusted to update the item tooltips when the arena rating requirement is removed in-game. As far as I know, the only off-set pieces that ever require an arena rating are the boots and belts. At least that was true of this season. Bracers, cloaks, neck, rings, etc. were all available with just honor.
Also, I should mention that for druids, shamans, and paladins, who need to buy idols, totems, and librams, also need arena rating to purchase them. It's only like 700, which is easily achievable in a week or two of doing the minimum ten matches for arena points even if you're bad (like me. :D).

Hm. With Cataclysm in mind, why not Hit cap first, than Haste? Isn't it becoming a more interesting stat now?

Possibly, but in regards to the current discussion that's irrelevent as none of the Wrathful (or any other season of PvP, as far as I know) necks or cloaks have haste on them.

You should have atleast 5%, but its better to have around 8% to counter miss talents/racials.
In cata ap (calculates in agi) is being removed and haste also increases energy regen.
