For 40 bucks, you can get something in the range of a GeForce 8400 GS -- definitely a huge upgrade over what you have.

Depends on what you want to do with your machine and how much you want to spend.
If you are thinking of buying the GS 9400, I would recomend a G210, wich should be on the same price range and the chipset is a bit newer, although both of them are multimedia cards, meaning they dont excel at games.

I mostly just play WoW and watch youtube. I basically just want my graphics card to be the same level as the rest of the computer. ATM I play WoW with everything but particle and view distance bottomed out and i never get above 15 fps. I do have basic broadband though, like just one step above dialup lol.
Well that's why. Consider lowering view distance to "Fair" or "Low"
Also, turn off Vertical Sync if it's not off.
Did you update your drivers? Do that as well.

I should have been more specific, I have particle and view just high enough to be useful, so both are at either fair or good(can't remember). I will try the Vertical Sync and check the drivers.
Edit: Device drivers are all up to date.
In relation to my original question, I usually have high/inconsistent latency issues. I know part of this is my crap dsl from centurytel. Will a better graphics card affect latency or computer performance? A beautiful landscape in WoW does me no good if it takes me 5 minutes to move 10 yards. Right now, If i max out my vid settings it looks really good but when I move its like watching a slide show rather than a live action. Is that even related to the Gcard or is that part of the rest of my system?
More simply put, will a better graphics card improve my overall performance or just create more lag with higher quality?
It should help with your overall performance. However, one of the known issues as a result of 4.0 is low framerate, no matter what setting you put the game to, so don't go drop cash quite yet unless you absolutely want to.

Speaking of graphics cards, I may be coming into possession of a computer with dual GeForce 6400s set up in an SLI configuration.
Given that I know precious little about how dual graphics cards work, as far as basic gaming is concerned, does anyone know what the equivalent single graphics card would be in terms of performance and useability?

I don't got any specifics, but most games nowadays have a min system requirement of a geforce in the mid 7x series or somewhere in the 8x series.
Starcraft 2 min spec graphic card wise is is geforce 6600.
Considering that I currently play SC2 on my laptop's integrated, I'm not overly concerned ^^;;
Then again, I'm uncertain about the series names anymore. 4.5 years ago, I bought a 7800 GTX. In the following 12 months, I know it went to 7900 and 8800, then the numbers seemed to reset. I think I've just been out of the market too long....

Once you upgrade to something better...you'll wonder how you ever played the way you have been :) Btw...are you still a student or something? Heck, you can probably spend like $400 bucks putting a computer together from Newegg and play WoW at like 40+ fps on medium settings...
