Im pretty sure it is mitigation, Albiet an RNG form of mitigation.
With that line of thought, armor would be avoidance because it reduces physical damage therefore "avoiding" a full power hit. I think the myth of block being avoidance arose when H anub offtanks stacked block for their unhittable sets. They were still getting hit, just not for full damage.

i would say it's avoidance.
You are avoidaing a full hit, so if you get block capped, you'll have a max of 70% damage taken (which would be possible if we had mastery gems, and if mastery was found on gear without reforging). That's why mastery > stam at the moment for us.
Avoidance is defined as fully avoiding any and all damage of a melee attack with a non-absorb mechanic. Block only reduces the damage done, mitigating the damage but not completely avoiding it. So it is a mitigation mechanic, albeit one based on RNG unless you reach the block cap (100% combined effective avoidance and block, which for a raid boss is displayed as combined tooltip values of 97.4% for dodge, parry and block due to the level-based difference in defense skill and the intrinsic miss chance).
Before the block cap, block is not that different from avoidance because both reduce melee damage taken in an unreliable way. Block is just a bit less spiky. But once you get to the block cap, you can rely on the block mechanic to always reduce any melee damage taken by 30%, putting it on par with things like defensive stance, increasing your EH by a very significant margin. Which is why getting block capped will probably be pretty important, at least once you get a decent amount of stamina and armor for it to modify.
