let me ask 1 thing before answering (i cannot play wow right now to try it myself) - doesn't shield block activate GCD? if so that means that shield slam will not be applied and probably will let you see the icon "refreshing" with the shield block CD.
I know it's a bit more complicated when playing but why don't you try:
/cast shield block; shield slam
or use /castsequence maybe - depends on what you prefer

Shield block is not on the GCD. The Show Tooltip macro should work. It will show Shield Slam on your bar and follow the 6 second shield slam CD. It won't show Shield Block at all, it will just activate it whenever it's off CD and you push the button.
Been using that macro for years.

Try something for me - just use your macro as you said it was in your first post but tep th button every 6-8 second (the cd for shield slam) and tell me if this works correct (if it actually triggers shield slam and if anything changes in the "appearance" of the macro button). If you tap button once it should cast both SB and SS, and because SB has longer cooldown if you strike button again and again during that cd you should only get SS from this macro - just plz tell me if it does that.

The button will be of shield slam. Hovering over it will show the shield slam tooltip. It will show the cooldown of shield slam (grey for 6 seconds, lighting up when off CD or if S&B procs).
If you hit the button it will either:
Cast Shield Block and Cast Shield Slam: If both are off CD and you have enough rage.
Cast Shield Block but not Shield Slam: If SB is off CD but SS is not, and/or if you have enough rage for SB but not SS.
Cast Shield Slam but not Shield Block: If SB is on CD but SS is off CD.
Cast neither Shield Slam nor Shield Block: If SB and SS are both on CD, and/or if you do not have enough rage for SB or Shield Slam.
Not sure what is so puzzling about this.

its not puzzling; i wanted to be sure it worked properly and that the only issue was with the display of this macro, not its actual function. If it does all you say it does then it works just perfect and then, as far as i understand, you do only have problem with the display. Meaning that even if the display will show SB on cd, it would still cast SS. But seeing how the macro is written i am yet unsure if it is possible and in this case how to make it show that SS is available and not show SB is on cd during its cd period, and also show SB again when available. Sry - if i get any "bright" (yeah right!) ideas i will let you know

It's the macro I've been using like forever. It works as intended - shows the CD of Shield Slam, always uses Shield Block first.
Remember SB now costs 10 rage (again) so it won't work if you don't have enough, so don't be surprised and ask yourself if the macro really works, it does.

First off:
1. I tie my Shield Block to Revenge... it makes more sense because a SB will proc Revenge for you. Also, if you are starting on a new pack of mobs, Revenge wont be active when you Charge in, meaning that the macro will skip Revenge and go to Shield Block, which will then proc Revenge.
2. Macro:
#showtooltip
/cast Revenge
/cast Shield Block
/startattack
You can substitute Shield Slam for Revenge if you really want to. I recommend putting Shield Block second in line for the tool tip, but also because even if Revenge isn't available, it'll bypass straight to SB. Also, if you start adding Modifers into the macro, I like having the tooltip change instead of being stuck on must one ability, so again, this sequence will make much more sense.

It makes absolutely no difference what order the /cast, /cast, and /startattack are in.
Let me summarize what I think is going on here in this thread:
Original Poster was using the Macro:
/cast shield block
/cast shield slam
This macro will show shield block on his action bar and show the shield block cooldown. The Shield Slam icon will never be displayed on his action bar. He does not like this.
First poster actually gives the solution. By putting #showtooltip Shield Slam at the top of the macro, the action bar will now show Shield Slam and Shield Slam Cooldown. This solves the OP's problem.
OP responds again, presumably without actually trying the solution, and simply restates is original problem.
Then the rest of the thread is apvalceanu launching into a quest to solve a non-existant problem, and me repeatedly posting the solution with more and more detailed information.
The resolution of this thread is when the original OP actually copies the new macro (from reply #1), tries it out, and sees that is solves his original problem.

I can not think of a way to do that. The only way I can think of to get it to display both would be something like:
/castsequence shield block, shield slam, shield slam, shield slam, shield slam
But it's not really doing what you want it to do. It will just show Shield Block, and then won't show it again until you cast four shield slams. As far as I know, there's no way to have "If this is off cooldown, do this (or show this), else do this (or show this)."

just put shield block somewhere else on your screen so you can see when it's off CD - that's what i do.

Actually, with reference to the OPs question, what one you put first definately affects what the tooltip displays.
I'm simply sharing my opinion on how I macro things; I'm sorry if you don't like or care for people suggesting things that may solve the problem in a related, though indirect, way.

just put shield block somewhere else on your screen so you can see when it's off CD - that's what i do.
To extend an already bloated thread, marklars is the easiest/best way to do this, but since you like complicated solutions =)
Go to curse.com
Download an addon called NeedtoKnow
Set up one of the bars to show the cooldown for shieldblock, and any others you may find pertinent.
Profit
Edit- this is actually a pretty cool way to either sync or desync (depending on needs) your CDs, assuming you put them all in a cohesive fashion. (i try to go short - long, in descending order).
