It's arguably easier to earn 60 Champion's Seals than it is to earn 2k+ Justice Points.

you only get the seals on heroic mode though, so only a few a day unless the RDF is ToC happy for you that day. Having a protadin I can get the JP faster than the seals

You need to have the Crusader title in order to buy heirlooms. Also, Champion's Seals are both the easiest and hardest way other that JP because they are the only other way to buy PvE heirlooms.
If you haven't started yet, you're actually running out of time before Cataclysm. Three days as Aspirant, then 25 days becoming Champions with all five cities means you're looking at 27 days of dailies. Forty days until Cata launches.

Champion dailies = 5 seals per day
Sunreavers / Silver Covenant exalted dailies = 3 seals per day
Crusader dailies = 2 seals per day
ToC hc run = 3 seals
+ a random chance for an extra seal from the 4 Champion daily reward bags.
If we're talking /played time, it's faster to get the seals, but if you have to get the heirloom ASAP, you'll probably get it sooner by grinding Justice Points since there's no need to wait for daily resets.

You just need to be a city champion, which is 8 days, before you start earning the seals regularly. However, there are 10 awarded on starting quest chains and 3 from heroic ToC.
After those first 8 days, you can earn 8 seals a day, 5 from dailies and 3 from HToC.
Once you have done all the cities, 28 days, you can get 13 seals per day, 10 from dailies and 3 from HToC, plus any extra from purses. My experience is you'll get maybe 1 every few days, so don't rely on them.

Seals got a bit easier to get. Each of the Champion's Bags now automatically gives a seal.
I'd still rather JP farm.

How many Champion's Seals can you get for doing the multiple daily quests at the Argent Tournament?
As others pointed out, if you are an Argent Champion, you can earn 13 Seals per day, or 8 as a champion of four or fewer (at least one) city.
I suppose that it may also factor in whether or not you still want non-heirloom gear on some of your characters. Since I do not yet have full T10 on all my main characters, I would not be willing to spend JPs until I complete that - but I can earn Champion Seals in parallel, and do not have anything else for which I would use them.

Heh. Here's a thought. You could just grind Seals and JP both to get heirlooms doubly faster. :P
That's what I did before when it was Emblems and Seals. Worked pretty well, I think.
I'm looking forward to the new Head and Cloak heirlooms coming out in the Guild Advancement patch. Sounds pretty rad.

On my warlock I bought T9 and excess items prior to the patch. After the patch these items still could be refunded, but now into justice points. I got my refunds and bought T10.

So you spend Triumphs before the patch, then refunded the items after the patch. You only ended up "making" a few badges worth of JPs in the deal.
1 Triumph = 11.58 JP conversion at the patch.
Rings were 35 Triumphs and are now 492 JPs. Those 35 Triumphs you spent would have been converted into 405 JPs
Relics and Wands were 25 triumphs and are now 295. Those 25 Triumphs would have been converted into 290 JP.
Offset Helms were 75 Triumphs and are now 935. 75 Triumphs converts to 869 JPs.
Seems pretty risky, since there was a chance that you wouldn't have been able to return the items and would have been stuck with Junk T9 stuff.

IF you're a tank, it's arguably faster to earn the 2.2k JPs than it is to get the 75 or so Champion's Seals (and it's a lot faster if you aren't a Crusader already), you just have to run heroics until you're completely sick of them (it helps if you have a friend or two with fresh 80 alts to gear up so you have some company).
Remember, the only limit to JPs you get are how fast you get through dungeons and how many you can stand to run. Champion's Seals have a hard limit (10 a day I think guaranteed from quests, 3 from heroic ToC and if you're lucky 4 more from the bags), so if you want to level an alt quickly before Cata hits you can't afford to spend a week on dailies, but there's no real limit to the number of dungeons you can run in a day if you do them fast (well, there is due to real time, but you know what I mean)

It has not, unless it was done on Tuesday (last time I did my Crusader dailies). My last run of dailies gave me no bonus seals from the bags.
