In terms of other changes, maybe a glyph that increases the mana cost of Holy Wrath by 200% (Making it very expensive for ret and prot), and gives the target of the effects a debuff that causes them to take damage equal to 100% of the initial damage over 15 seconds.
This gives us some AoE outside of Consecrate, which is rubbish, and Holy Wrath, which is nice, but not spammable. The above wouldn't fix the spammable, but would give us some constant AoE damage.
Give me that glyph. My Prot Paladin would like that,

. I am constantly sitting at 100 % mana, as long as I keep judging when I can (No reason not to. In fact, stupid not to), so mana is
not
an issue by any means. +200 % mana cost wouldn't hurt me, at all. +300% wouldn't either. I don't think it would be possible to give it a cost that would make Holy DPS better, but without changing the dps of prot. I am not sure how great Retribution is at keeping their mana, but as a tankadin, I can't waste my mana without actively trying, and that involves being highly ineffective as well (Spamming Exo while tanking in melee range, ect.). Sure, you could make it +600 %, so a prot paladin couldn't pull it off without stacking int a bit, but you have to remember the difference between holy and protection.

Besides that, imagine how OP it would be to do competitive DPS (14-15 k dps in ICC), while being as good a healer as the resto shaman/druid and holy/disc priest. Uber hybrid, ftw? Being able to go from good healing, to good dps, with a seconds notice, is stupidily OP. The only class that comes close, is Feral Druids, but there is as vast difference between dps and tanking, and dps and healing. As a tank, you need to be able to dish out a reasonable dps to begin with - as a healer, you don't.
It is as mentioned - the dps talents are to allow healers to help a bit with damage done, while they are bored to *!@#. All healers have something equal, and none of them makes them "competitive"

It should be noted that Seal of Insight gives you zero mana back when you're Exo spamming because you can't swing and cast at the same time. You're either overgearing the content (through heirlooms, enchants etc), or you're not exo spamming and thus gimping your potential DPS.
I'm not strait exo spamming i'm throwing in judgement every cd which returns 15% mana.
Base mana, not max mana.
Same as most other effects... Why do people keep thinking everything that grants mana, grants of Total, and not Base?

I said most, and since only half of those you mentioned actually applies in WoW nowadays, I'd say that's a pretty good estimate.
But all in all, it's the same reason we see some of the more knowledgeable people like Zakkhar bash people so often - People tend to skim across the Tooltips without reading them, and therefore ends up assuming something stupid and wrong. If the talent allowed Judgements to give 15 % total mana back, it would be awesome, but it doesn't.

Ouch. Well yeah, that's a worse one. Being stuck in Dalaran post-patch sucks, since most mages are greedy bastards taking 50-100 gold for 1 portal.
And I guess I should've known about people not paying attention... If I poke around a city for 10 minutes, I'm bound to encounter at least 2-3 people asking "Where do I go level when I'm at level x?", when Blizzard have made these nice command posters, giving you lead-quests to zones appropriate to your level.
